The Eladr Protocol is a decentralized, security and efficiency enhanced Web3 noSQL database powered by IPFS as the data storage layer https://ipfs.io/, and the Cardano block chain as the rewards token platform, https://cardano.org/. It provides a JSON based, IPFS layer 2 solution for data indexing and retrieval in an 'append only' file system built with open source Node.js API libraries.

The above question is asking for a non member who can participate in the proceedings of either House of Parliament, without having the right to vote.
Ministers and the Attorney-General of India have right to take part in the proceedings of either House of Indian Parliament, has right to speak, and any joint sitting of the Houses.
Article 88 of Indian Constitution states that Ministers and the Attorney-General has right to speak in Indian Parliament and can participate in the proceedings of the Indian Parliament and can also take part in the joint sitting of both the Houses of Parliament: The Rajya Sabha and the Lok Sabha and in any parliamentary Committees, in which he is a named as a member but has no right to vote in the Indian Parliament.

Therefore Option(A), option(B) and option(C) are incorrect and the correct option is option(D).
